flurries blowing around from the wind. it is coming down in parts of new york state and across the new england states. new york's governor andrew cuomo, has opened up an emergency operations center and he also warned power companies to really be on their toes especially following all the criticism that happened for their slow response from superstorm sandy and getting power turned back on for those residents who were in the dark and the cold for a couple of weeks. our plans changed a little bit last night. we decided to spend the night in clarks summit because the road conditions deteriorated and we didn't want to go farther north. the borough president told me their snow totals were down last year and they were able to stockpile some of the salt from the roadways last year and that's what they're using for this storm. council president says they're happy this first snowstorm of the season hasn't been a major blizzard for them. >> we're on a good track this year and, you know, the weather, you take what you get. and, we're going to make lemonade out of it i guess. >> reporter: and for

the northeast will look a lot like that, especially interior sections, pennsylvania, upstate new york and even portions of new england. later on tonight we'll quickly see the conditions deteriorating across the northeast. this storm system is very widespread. it is a large storm and areas across the south that aren't really dealing with any precipitation across places in alabama we're still dealing with strong winds from this storm. gusts easily over 40 miles per hour. we have wind advisories across the florida panhandle, alabama, georgia, portions of the carolinas and kentucky and state of tennessee. we're seeing a lot of widespread winds even though the storm system is not producing precipitation in your area. another big concern for the storm we're looking at a risk for more severe weather. we saw 30 reports of tornados yesterday. very unusual to see that during christmas day or even this late in the year. now we have another tornado watch. we're still seeing risk of tornados across eastern portions of state of north carolina and across portions of the state of south carolina. this tornado

, in much of upstate new york, they've canceled preemptively the flights out of there for tomorrow and here's why. here is the big snow picture. kind of the snow sweet spot from cleveland through i-90 and in toward buffalo, rochester, syracuse, so it is all lifting to the north. the same storm that we have seen bring feet of snow elsewhere. so going a little bit closer, you can see very dark white is heavy snow, maybe 1, 2 inches an hour. and right along the lakefront, cleveland, erie, buffalo and points down. so i-86, i-90, i-80, i-80 tonight we'll watch the snow lift farther north and then driving perilous conditions tomorrow. really in upstate new york and western new york. and part of the problem is is that we thought thehave these i strong winds. right now indy gusting to 33 miles an hour. as far south as nashville, cleveland, as well, 32-mile-per-hour wind gusts. and that axis of winds is pushing into the northeast for upstate no, late tonight and really balance of tomorrow. in terms of the blizzard, there's the blizzard warning now. it's down to just a few counties. in north central

: david lee miller is live in new york city with the very latest. and, david, what do we know about the location of that blood clot? >> reporter: gregg, the authorities have not released that information. they have only disclosed she is being treated for a clot. she fainted earlier this month and hit her head causing a discussion. the clot was discovered in a follow-up exam. the state department issued a statement. it said in part, and i quote, secretary clinton's doctors suffered a blood clot had been formed because of con caution she sustained several weeks ago. she is being treated and at new york presbyterian and can be monitored her condition over the next 48 hours. clinton hags not had any public appearances since she suffered the concussion. among the things she was forced to cancel. the congressional hearings on attacks in benghazi and she had to cancel a number of trips overseas. >> what is being said about the health risks here? >> reporter: as we just heard. doctors say these blood clots can be serious but the severity of the problem depends greatly on the clot's location

gallagher has more on that. >> reporter: it's a cash cow for new york city. $293 million in the past five years alone. the reason new york is being sued is the drivers think the i is rigging them. federal law says the yellow lights at intersections where the speed olympic is 30-mile-an-hour has to be at least 3 seconds long. trim a seth sent out to engineers. they checked out a dozen lights and found all of the yellow lights were too short. some of them up to a half second short. that half second resulting in tens of thousands of extra tickets. the new york department of transportation says there has been no substantiation that any red light cameras were improperly timed. triple aaa acknowledges their mini study is not enought to support this lawsuit but says there is nothing to support the city's claim that cameras save time. too short yellow lights guarantee lots of citations will be issues but does nothing to improve safety. there are 540 communities in this country that use these cameras. the highest fines right here in california, $480. and most of them are not running the red light.

on in this show. fiebl funeral services for a firefighter shot and killed in upstate new york on christmas eve have just gotten underway. thousands of firefighterrings filed in on friday and saturday to pay their respe memorial services for fallen brothers. the two men were shot and killed on christmas eve, responding to a house fire, the owner had set intentionally. the suspect, william spangler, then killed himself. the second firefighter's funeral is tomorrow. a $60 billion emergency aid package for victims of super storm sandy has made it through the senate, but relief is not on the way. the pleasure has to get through the house, where its fate is far from certain. we have more from washington. >> there are a couple of reasons why the sandy aid legislation may languish in the house. number 1, the amount of the bill, and number 2, the calendar. some conservative house lawmakers are unconferring with the $60.4 billion package passed by the senate. with the tight economic situation, they may want to scale it back or include in spending cuts to offset the cost of the legislation. here's one g.
